The Regional Greenhouse Gas Registry (RGGR) is one of the action items outlined in the New England Governors-Eastern Canadian Premiers (NEG/ECP) Climate Change Action Plan. It was launched in October 2003 by the Northeast States for Coordinated Air Use Management (NESCAUM).
